There are some misunderstandings here.

The 223 IS NOT going to the Cumbres & Toltec. The 223 is remaining in Utah until the Division of State History and City of Ogden can come to an agreement of what to do with it. The Golden Spike Chapter in the meantime is still acting as conservators of the locomotive according to the original agreement made with the Utah State Historical Society when restoration began back in 1991, although no work can be done on it as of yet.
