Interesting, Chris -
Negative 3°c would be about +27°f, IIRC a degree or two above the afternoon high on the warmest day in January the year I lived in To-Hell-You-Ride. Disregarding the discomforting effect of horns, I presume that results in only a 'two-goat-night', not a 'three-goat-night'. IICC, this works out mathematically to Ngoats = (T°c × -1) - 1.
( In this example ( -3 × -1 ) - 1 => +3 -1 => 2. )
