These are wild free ranging eagles and are not people friendly. The like to pick a tree in each area they hunt to rest in-between hunts. You find the tree they use to rest and go out every day and get a little closer each day until you can get close enough on a regular basis to get some photos. For many days you have to use binoculars to see how they are acting to you being a little closer. My guess is it is probably about a 4 month process. You have to go out about every day so you become part of what they are used to seeing.
