Well, guys -

The caption doesn't say "IN Ouray" or "On The Way TO Ouray", it says "NEAR Ouray", and Silverton is nearer to Ouray than New York or Los Angeles or Denver or even Durango.  My guess is that the train was not too far south of Silverton - well north of Elk Park - and that the photo was taken from the old stage road, which was pretty close to where the highway now runs.
