Transporting heavy loads by truck is really a science. Any combined weight of load and tractor-trailer over 80,000 Lbs is called a permit load and requires a special permit from each state it passes through. Each state is different, some being more restrictive concerning route, axle loading, and hours and time of the permit. Some states are avoided altogether because of these state restrictions. Here is the USDOT info about Federal trucking rules.

Some states won't let you run on the Interstate and limit axle loading. I was told some states actually check each axle for any overloaded condition. A good rig has a way to measure this and adjust the loading using air bags in the axle suspension. One rig I saw had an extra set of wheels that could be added for certain states.
