These reinforcing straps were a quick-and-dirty repair for broken spokes . Broken spokes often appeared on engines that ran on rough track or steep grades ,where the engine spun out frequently . Some obscure roads would braze broken spokes ,but the I.C.C. didn't approve of this repair . Since these reinforcing straps appear on a number of D&RGW engines ,this may have been an approved repair .
