Under 20 is a hard target to hit, a lot of the D&RG branches seem to fall in the 30-50 mile range. Part of a branch? Of my earlier suggestions Aberdeen Quarry(1889, 4 mi) & Calumet (1881, 7mi) would fit in as under 20 miles, now let me dig a bit...
Coal Branch Jct to Coal Banks(1872) 3 miles (near Florence)
El Moro to Engelwood(1877) 6 miles (near Trinidad)
Manitou Branch (1880) 5 miles
A couple more coal branches near Canyon City, both about 2 - 3 miles long (1881)
Placer to Trinchera mines (1881) 2 miles
Anthracite Branch (1882) 4 miles, North of Crested Butte
Monarch Branch (1881,1883) 16 miles
Tierra Amarilla Branch (1888,1892) 13 miles Chama-Lumber MIll-Tierra Amarilla
Floresta Branch (aka Ruby-Anthracite Branch, 1893) 11 miles
Ibex Branch (1898) 7 miles
Also numerous other 2-3 mile long spurs/branches to coal mines, mills, quarries, etc.
Lots of things between 30 & 40 miles, btw.
