Just because a train stopped doesn't mean it had to be issued additional orders. Trains operated on Timetable & Train Order rules. If you had orders through, even after stopping for water or turning up retainers you wouldn't get new orders unless the Dispatcher wanted to change a meet. "Delayed in Block" only applies in Signaled territory.
