I doubt they are stopped because they are out of coal - they could keep the fire going with the fines in the bottom of the tender for a while yet. This train is northbound (timetable west), near the summit - and from there it will be all downhill for the remaining 20-ish miles to Thistle which has a coaling tower. More likely they stopped the train specifically to allow Jackson time to take his picture, then continued on their way.
