Hi Rick,
that I can't say, I think it was from a Handbook or Track Manual I had the opportunity to peruse on my last USA trip judging from the file date. From a guess it would have been in one of my friends collection, but may have been at a Museum for all I can remember. I've been chasing Track stats for a long time now and only culled something like that Fig.14 if it was going to be useful. NZR didn't describe Frogs by number so that's probably why I shot it.
I'm lucky to have the ear of a retired NZR Engineering Dept. Engineer(
a real engineer, not one of those engine-ears that stick out the cab side windows) to answer my specific questions. However since I base my Tramway on Minetrack situations and go beyond where proper railways don't, I'm often on my own as I have differing flange and tread + back-to-back to accommodate, extremely sharp radius curves and curved frogs, something never entertained on NZR.
However there has been available on the net a very similar but S.G. track detail specifications description that I found most helpful.

www.catskillarchive.com] *This page hasn't always been maintained though, it did disappear from the net for a couple of years but glad to see
it's back.
Just about almost completed now, my latest curved frog bladed-stub turnout. Gauging ties still need to be removed though. For my next turnout to build, I will assemble the Frog as per Fig.14 and spike it in correctly since there will be no grafting in required, just to say I've done it the proper way.
