Eventually the highway dept regraded the uphill ditch of the highway. As the problem squarely sat across the state line, neither state wanted to except responsibility for it. After they re-graded the ditch to put some slope to it, they put in a couple of culverts under the road to carry the water down the hill. The water nicely went through the railroad's culverts in the fill, and the problem amazingly went away.
