I've seen pictures - Can't recall where just now - of the "work goose" (was it #6?) towing a flat car during the scrapping of the RGS. So, it's been done at least once. Given the light local traffic in the later yrs of the RGS it seems likely that the geese may have seen at least occasional "locomotive" duty.
Not directly related to the question, but I think the long shackle bar You're referring to is called a stinger and/or rooster (logging parlance).
