AFAIK, only UP & CMStP&P had new Tourist Sleepers built after the war. Everybody else wanted to kill that business off. Part of the reason there was so much resistance to new designs like Budd's Slumbercoach, a lot of lines saw it as just a new version of the tourist cars they had worked so hard to get rid of.
Several roads, mostly in the West, had some at least some open sections because, I've heard, Federal government agencies would not reimburse for employee travel in anything more expensive.
