At that time Newfoundland was a British Crown Colony -- not a part of Canada. It did not become part of Canada until March 31, 1949.

There was an increase of activity in Newfoundland beginning in 1939 due to the war in Europe and the use of the Island as a stop in trans-Atlantic airplane flights, etc. There were increases to the railway equipment during the the years of the European war.

Could these locomotives be the railroad equivalent of lend-lease.
