My feeling has always been that the 2006 season was not exactly a record breaker ridership wise. 9 needed a ton of work and was torn down for said work. 12 needed axles after breaking one. 9 was torn down for work then money ran out, the work force was laid off and 9 sat. 12 being more modern was priority, so 9 sat awaiting money that never came. Then the fra came in and required boilers to be up to fra standard which meant 9 now needed a complete rebuild once again to be legal under fra. The money still was not there so it moved to a cosmetic restoration.
9 deserves another chance to show she is a good engine. I hope someday we get the chance again. The loop is in much better hands now then it was then, and I think we have proven what a great opelation the loop can be.
