There is a convenient pullout on the lake side of the highway that gets you pretty close to the start of the incline. Just head straight across the road and find the main and follow it southeast a little ways to the start of the incline. Not a bad little hike. Note that there is a fence up at the top of the incline that probably keeps livestock in line. There is also a forest road that winds around the edge of the mesa if you want to do a top down hike. I went up there after doing the round trip hike on the incline to look for other grades up on top. It is harder to find the incline from the forest road though unless you are familiar with the area.
