This haul, depending on route, is probably going trough any thing from five to seven different States and other locations of lessor jurisdictions. Plenty of permits, rest stops, etc. to arrange for.
A while back it was reported that the locomotives were still in Washington State waiting for the haul.
And it may be that the D&S is waiting for income to begin coming in to help pay the costs. And also to pay for the new diesel shop building and the track to the building.
