While the typical tower has a cone shaped roof, there is sometimes an access hatch. You can see the access hatch at the upper end of the roof ladder in Roger's video.

Whatever the specific details, water tower height, the ladder, possible hatch, etc should provide enough cover and literary license to incorporate a sniper in your work. smiling smiley
