Ah, that's the geologic map I was looking for earlier and couldn't find!
I did a cursory Google Earth check of the area you noted between Wellsville and Cleora. While there is noticeable stratification and proper dip, I just don't see many similarities between the location and the photo. The original photo looks like the ROW is cut into a rock shelf - and there just isn't much of that in the location you note.
The only other location where there is noticeable stratification and a dip is just west of Wellsville, immediately west of Wells Gulch. However, the topography is broad - I don't necessarily see where the alignment would have originally done any curving and "snaking" around like the original photograph.
Are there any location north of Salida in Brown's Canyon where there is significant outcropping and dip of stratified geology?
