That is called a terminal check valve, and the plate on the jacket is so it can be inspected and serviced or replaced w/o having to remove the jacket. They go with mechanical lubricators and prevent steam from back feeding into the lubricator. Whether or not insulation is under the cylinder jacket would be up to the railroad. Having it insulated would be good practice.
