It sounds like great news to me. If nothing else, it would be official recognition that the C&TS is something special. You'd be amazed at how many people outside the railfan and historic preservation communities do not understand that.
There is probably some risk, not yet identified. Surely, there will be some strings attached to any new funding conduit but, with the governance system staying intact, I wouldn't expect much change. Also, change can also be for the good!
