It seems to me you answered your own question. You were turned down because the Commission would have had to come up with $14M. I don't know whre they could get it. Furthermore, with a Yahoo e-mail address, and given that you're posting from a computer owned by the Community College Computer Services in Denver (which could very well be a free public access machine), I, at least, tend to hold your credibility suspect.
