Apparently historically from the usual and often great changes in business cycles and component and material costs locomotive prices were negotiated at the time of purchase. Perhaps the first company to break from this was the Bell Locomotive Works in approximately 1912 that began listing their various locomotive models with fixed prices. They would continue this practice throughout their existence and their successor business would do the same. As their target market was narrow, usually contractors, this pattern did not seem to influence the larger market.
