Green facing lens does not mean "safe to pass." Red marks the end of a train, indicating that there are no further portions of the train following behind. If there is no red lantern/flag on the last car/locomotive of a train, it is safe to assume that the train broke in half and there are loose cars somewhere on the main.

Green lenses on the marker lamp indicate that the train is split into mulitiple sections, each with its own locomotive but running on the same schedule. If there are green facing lenses or flags on the last car of an individual train, it means that behind it is following another section of the same train. A red facing lens/flag will appear on the last car of the last section.

Regarding conversion to electricity, I'm not aware of any battery powered removable lamps. When it came time to abandon oil lamp technology, most railroads like Union Pacific and D&RGW had the marker lights built into the bodies of the cabooses that were hardwired and controlled with a switch on the inside.
