Seems to me that you have not mentioned the fact that last year 487 had to do all the work for the RR and although it was off two days a week perhaps that was not enough time to do all the work that twas necessary. In addition we have had two years when the area experienced low natural water supplies which could lead to muddy water or higher concentrations of mineral in the water due to stagnation. Couple this with the fact that they draw water from several supplys which are natural springs and it is a wonder that the water can be treated at all.
Yes this means that one protection would be to take a water test every time they take water but I doubt that that would fly. We looked at the intake box for the Cresco tank last year and it is not very complex. The creek is diverted to a catch basin with an overflow. It looked pretty clean when we looked at it but that was in fairly dry conditions and only a small trickle was coming in from the creek. Probably more important was the condition of the lake that feeds the creek which we did not see.
