I would guess that the photo is from Washington. It hard to tell if the operation is narrow gauge. Possibly due to the size of the break wheel (or hand crank) compared to the cart. The images of the people are obviously super-imposed onto the image of the lumber carts so their size compared to the rest of the photo is not a valid comparison.
Comparing the width of the ties to the distance between the rails makes me doubt that it is narrow gauge.
