I suspect that it may be a while before details are available. Several of the locomotives will need to be transported from their homes to the site and planning the logistics for that is not as easy as it might seem. I suspect that the finances involved are also a matter of deep discussion. There may also be negotiations underway for one or more locomotives that are not final. Lastly, at least one locomotive that I know if would need some modifications in order to make it legal to run on the C&TS, and I'm not sure if those have been completed.
It's early yet, and I personally am OK that they are not selling tickets yet. I have a ton of money already on the table for events in 2020, so I'd be OK if they don't start selling tickets until the end of Q1.
