No, thanks for the input, just rying to get in my head, the exact definition of what went in to these ORER's and how they were put together. Obviuosly from the introduction/index section of the ORER, it was some kind of "official" publication, but published by a private corporation (The Railway Equipment and Publication Company of NY,NY), they commonly refer to this as a "tarrif" and under laws regulatind by the ICC, and lots of State PUC's and "railroad commisions". Were these things required by some law, to do with the ICC, or were they just some publishing company, filling a market niche?
My main focus is figuring out what their reporting guidlines were at the publishing level, as the RR's that you listed were included in the ORER, but were not statutorily required to report to the ICC. This might go along way in explaining to myself, some gliches in the ORER's technical info, specifically related to my never ending quest for more Uintah history.
