I think that it was a 'top off" spot for helpers and road power. For the Road Power to continue on and for the helper power to return to the home terminal.
Why coal up? Because all of the appliances on a locomotive are steam powered. I would do it as a matter of course as an engineer because the 4% grade down to Pitkin or to Buena Vista or even Hancock; Or downgrade to Dickey or Como or Leadville to Dickey would necessitate that I have brakes.
Before the advent of Air Brakes or Vacuum Brakes, you worked against the steam in the cylinders to slow down your forward motion (also known as Steam Jamb Brakes). After the advent of Air Brakes or the Eames Vacuum Brakes, there was a steam powered air pump that had to be operated, again, demanding steam. Hand brakes on locomotive tenders were rare and at best only effective to keep the locomotive from rolling away after stopping. Even up to the 1980's, chaining a locomotive in place was demanded by the rulebook.
So yes, after shoveling tons of coal upgrade, you still had to shovel and keep the boiler hot downgrade as well.
