Bad internet connection so you're getting the short answer off the top of my head....

Simply the wrong railroad, so not on my CLC roster. The railcar and trailer belonged to Chiriqui Railroad which extended to David, the provincial capital where a museum of the surviving equipment is being developed. They did have steam and a few small 4 or 6 wheel internal combustion locos (Davenport?). All the photographic evidence I've seen show primarily the railcars in operation, so mostly for passenger and express with little real freight. CLC and Chiriqui did share tracks in the Puerto Armuelles end. It was owned by the provincial government, at least towards the end. Appears to have died about the same time as the CLC division.

JJ Buckley appeared to have made at least a couple trips to the region and took many slides. Somebody misidentified this one.
