There are usually 2 heaters on oil burners. A line heater, that can be used to heat the oil in the way to the burner if needed. And a tank heater to heater there oil in the tank to help it flow.
I've seen 2 types of tank heaters. Open and closed circuit. Open circuit heaters are simply a pipe into the tank with a check valve to keep oil in the tank. This system just vents steam straight into the oil heating it. The closed circuit is what you described, a copper coil in that bottom of the tank that vents to the bottom to the track
