The only real risk I have seen from oil burners on my expierence is from over firing, and getting flames and heat from ghee air box. 40s air box is about 4 inches above rail head because of her design, and she is prone to setting tie fires if you fire her hard, while sitting still for long periods. If your paying attention, it's not a big deal. And while moving, a all the heat drafts up not down. Just the heat alone with no actual flame can cook a tie pretty good.
I do not see that as an issue on 493. Her boiler uss mounted much higher, and the air box should take up the old space the ashpan was located.the risk of burning soot from the buildup on the tubes is there....but it's really really really low.
As I said, I've never seen any fire caused by an oil burner from anything besides heat and flame from underneath in the air box. But that's always been in engines with airboxes really close to the ground
