Actually the goose uses only 2 less people than steam. With steam you have the engineer and fireman, 2 conductors, and 2 bandits. Goose uses a motor man, conductor and a bandit. The real savings is in the fuel. 9 gallons a week with the goose vs about 1000 gallons a week for steam.

But still the goose is doing what it was built to do, save money.
