Tradition for the NNGC holds that the website for the following years convention does not go live until at least after the opening of the this years convention.
The Vendor list on the 39th NNGC site shows the 40th NNGC as one of the vendors, I suspect you will be able to sign up for 40th convention table at the 39th convention.
