I think others have pointed out, hp isn't the consideration for a low speed line. It's tractive effort and axle loading, with curve & clearances a close second.
Take out the 567/645/710 powerplant and install a higher density plant (read: modern diesel), optimize for 0-35 mph operation and you might be surprised with what you come up with. But, as almost every commentator has pointed out, the teething problems are in the controls that make all the electricals happen.
Even with a D-D truck arrangement with enough lateral motion (reducing your axle load below a K-37), the total weight in two NG car lengths is still really, really high. Enough to stress track structure in ways it has never been stressed before. Expect the completely unexpected in very expensive ways.
Cloning a reliable form of the White Pass 'shovel nose' units would benefit both roads by staying within the existing known loadings, but as WP's experience shows, you can't just buy these things from the low cost bidder.
I'm very curious that, despite promises last year, D&S has yet to show their hand on new (to Durango) diesels and is instead using alternate methods of spark reduction by double-heading. If that approach is successful, purchasing a more-or-less off the shelf helper diesel for Hermosa to Rockwood might be a more practical and reliable alternative and still reduce operating costs.
Or maybe he's holding out for trolley wire from Tacoma for the helper? (Think: narrow gauge Little Joe!)
