I can agree with the above statement that the wheel, if ever used, was on a piece of equipment that was seldom used. If I am observing correctly, it appears that the white paint was originally applied to only a small part of the wheel rim. That was not done to make it look pretty. That was done so that a crew member on a train could watch the wheels of the car when it was first moved in the train to ensure no brakes were sticking to any of the wheels. If you watch some of the videos made of C&TS freight trains in the early days you'll soon see the white spots on all the wheels turning as the train starts up, and once in a rare while, see one wheel where the white spot isn't moving.
So, this wheel set may have been on a car at one time that saw infrequent use. And I have no idea which car that might be!!
