Would another possibility be that the Rio Grande was loading up the narrow gauge operations with as many expenses as possible to show just how uneconomic the narrow gauge was. Similar to a railroad doing all sorts of track/ballast work on a line it wants to abandon to show how much money is spent to keep it "safe".
