I think Jeff's answer above sums it up, sometimes a group must do what is best for the equipment, in this case Boxcar 3688 will get restored and displayed in Dolores as a representative of the numerous D&RGW boxcars that saw use on the RGS. RGS 256 will be available for people to see in Como and will be restored to operation, as well as allowing Como to have an example of a passenger car (one of the goals in Como is to have a representative of the various types of equipment that once operated there, as an actual C&S coach is not really an option, RGS 256 will help fill that role)
RGS 256 will be restored and displayed as RGS 256. For what it is worth, I would not rule out the possibility of the car returning to RGS land at some point should a situation that is good for the car present itself. (don't have anything in mind, just speaking in generalities).
I have to admit that I made me feel a bit sad to remove RGS 256 from its home turf. That said, in Como the car will be seen and used, hopefully introducing some folks to the RGS along the way and D&RGW 3688 will help tell the story of the RGS in Dolores.
