Can somebody fill me in on the flat coaches. I thought the original plans were to rebuild them using the existing flatcar bones? Is that no longer the case? If ridership is steadily increasing why would the assumption be that the coaches would go unused?

I hope they are able to work on 487 so it doesn't end up being like 488 that took forever to get back online.
