Hardly.
Try doing this on any mainline RR without prior permission and, if they catch you, you'll wind up getting "counseled" at the very least. If they're in a bad mood or if you are belligerent about it you'll likely wind up taking a fun ride in a cop car and talking to the judge.
Trains are dangerous and the people who work on them do not need to have the stress of hitting and killing some overly enthusiastic fan , or even of nearly missing such, as part of their day at work.
This has been an ongoing issue as long as there have been railfans and such behavior is a big part of why we are persona non grata on so many properties.
Just go through old issues of Trains and you'll find David Morgan (and all the other editors over the years) coming down hard on such things. The increasingly litigious nature of our society doesn't help either.
Not wanting to personally attack anybody but think before you risk your life for that picture (or video, or recording) please.
