Have you tried [www.harmersteel.com] yet? They catalog new 20Lb, I found them easy to deal with from down here about 4 years ago when I was fronting a S-7kg bulk purchase for the local Park railway. Sourced out of Missouri not Portland as I would have thought.

Another 2nd hand source is Savona Equipment up in BC they had 20Lb available there all though a quick check shows sold.
