Wayne, I think that if the C&TS had any intention at all of running OY this spring, she would have been in the shop this winter. They did some survey work on her a few years back (2014 timeframe), but to my knowledge, that never went as far as a test-fire or anything close to that. She hasn't run in 22 years and I don't suspect they're just going to pull her off the siding and put a fire in her without some further work and testing.
Certainly though, if the machine were in full working order, the accumulated winter snow we see in Jerry's photos likely wouldn't be a huge problem for it. Back in 2011, I was up at White Pass in April and they were hitting "Canadian Concrete" accumulations that were 10-20 ft. deep without issues. In some places, the snow was so deep they had to run cats over the top layer, to shave it down to a level where it wasn't deeper than the rotary was tall. They ran Rotary #1 as hard as it every ran back in the day for 4 straight days and never broke a thing. Best railroad photography trip I have ever done.....bar none.
