Don't they have sanders fitted? What effect does the steam cleaning have on the railhead?

Our Brit built EF 4000hp 25Kv electrics were designed without sanders, soon had that changed after the designer came out to NZ to inspect the rebuilding of the Main Trunk during electrification in the mid to late 80's, he was appalled at our grades and curvature.
