The answer to that question depends on what happens during the summer. A wet late winter/spring may cause more vegetation to grow. If the summer is fairly wet, and the vegetation stays moist, then the fire danger will stay low. If the summer is dry, and the vegetation dries out, the fire danger will be higher.
