Yes, this is a former Mexican steel ng coach that was brought north by Mr. Hinman who had an idea of taking over the operation of the D&RGW ng between Durango and Alamosa at the same time that the Rio Grande was applying to abandon the line. The car received the name Arthur Ridgway as an honorific to a former D&RG official.

Just a couple of months ago there was a series of posts on this forum about Mr. Hinman with copies of newspaper clippings and written narrative about what was going on at the end of Rio Grande service.
