Yes ,but is it FRA ?

I had an interesting discussion with a co-worker recently .While switching the co-worker disparaged the current practice of crews uncoupling the engine from cars ,and allowing the air hoses to part by themselves . I told him I believed it was a recent FRA edict ,as we started doing it in Chama in 2001 . The co-worker replied ,"if it's FRA ,I would like to see it " Anybody know the straight facts on this ??
