People show up on the work weekends to build track or to help put new track in service. If you slim down the track crew to a dozen people and force everyone to do tasks they didn't come to do people will stop coming. I know me personally I wouldn't have driven 500+ miles to run a phone line or clean up the yard. You would go from 90-100 volunteers to numbers like 20 and 30. You alienate the people who want to come out and do the labor. You make it seem like the ranks of the work weekend are filled by mostly people pushing retirement. I can assure you as an attendee of this year's FWW there was a lot of younger blood out their swinging hammers and none of use were upset about doing it. There were plenty of other projects going on besides track building as well. You have brought up this spiking thing time and time again and everytime you are told the same thing. We have the hands and those hands are both willing to and want to do things the old fashion way.
