It is simple, all of the dirt, grime, coal dust, etc. always sticks to Jeff, therefore Tracy always stays clean. I suspect he wipes the cab interior out with Jeff's clothes before a run.

I have NEVER seen Tracy dirty, I don't know how he does it.
