Interesting choice of words in the El Paso article. Up in this part of the world, a railway company would use rip-rap ( any solid of little value) to dump into a washout to fill it up. Riff raff is the term used to refer to the drunken patron of a seedy bar in the wrong part of town, or a person of undesirable character and deportment. I wonder - did the editor make an error or not?
