His sources are most probably the Baldwin Locomotive Works proposed specification cards that are floating around the internet. There were indeed two 4-8-2 types offered for the D&RG, one with 48 inch driving wheels, and one with 44 inch driving wheels but a slightly shorter fixed wheelbase. Tractive effort for either would've been slightly lower than a K-36, at 35,000 and some change with a 190 PSI boiler rating. Based on heating surface, horsepower would've been about the same as a K-36 for the lighter example, and somewhat greater for the heavier Mountain. The existence of these proposed options does not mean your own source is wrong, as 37,000 pounds tractive effort could be reached simply by using a 200 pounds boiler pressure instead of the 190 listed on the cards. Since these locomotives were never built, it's not unreasonable to suppose the final specifics were still in flux.
